It's from one of those Osprey military books. The artist is signed below right, is Graham Turner. The image in question is from a volume of the Warriors series; "Condottiere 1300–1500". You can probably find it on Libgen.
Turner also did some gorgeous illustrations for the Teutonic knights volume.

They may look meme-ish but the first volumes actually have some valuable stuff on fundamentals, perspective, etc. though it puts a lot of emphasis on the tools of traditional manga, including a whole lot of pages spent on how to cut and apply screentone which seems like a waste of time nowadays.

In all fairness, I should defend those artists by pointing out that generally their focus in those Osprey illustrations is more to the veracity of the gear and clothing than to anything else. And in Osprey publications that is all that really matters.

I don't know which tutorial you're talking about, there are a few I've seen but this book is pretty damn magical, amazing illustrations. Way better than I was expecting, though a bit wordy in some places. Just read the start where she talks about the axis and medial planes etc. Which could have probably been cut down a bit.
