Are Riot splash arts good or just overrated garbage?

Both.

You get fans calling it overrated, but at the end of the day, it's good stuff. They have some of the best professional artists working for them, so it's very high quality. There are probably only a few hundred or so people who pump out work of this caliber.

It shows form, depth, interesting perspective, has clean rendering and a harmonized color palette. Both. It's similar to the music that plays when the splash images are shown. It's made at a high level of competence, mixed to a perfect level with all the little details and flourishes in the right places. It presents you with something that's polished to a high degree but pretty un-memorable. For what it needs to be (colorful fantasy art that appeals to normies yet sticks out just enough from other video games) it's perfect, but whether that aesthetic has any artistic merits on its own is a different question.
