How do I apply perspective on anatomy ?

It's hackneyed and you wont get anything out of it that you wouldn't find in other books. What it does have going for it though is a lot of clear illustrations in different poses which would be good for copying.

Personally I think for figure construction you can't go wrong with Vilppu Drawing Manual plus Proko's figure video course together.
But I would recommend downloading as much as you can and looking through it to find stuff that clicks with however you like to learn.

Figure proportions are segmented into fours. From what I got from books, it seems to be:
front: Top of head->nipples->bottom of rectus abdominus->bottom of pattela->bottom of feet
back: top of head -> middle of scapula -> middle of gluteus maximus -> bottom of femur -> bottom of feet

Pick apart some 3D models and break everything down into boxes. Be sure to learn how to do basic forms on top of this.

Here's a shitty diagram.
There are two ground planes.
Ground plane 1 is where the two closer men and the viewer are standing.
Ground plane 2 is higher/elevated and is where the farthest man is standing on.
The eye level/horizon is the same height as the two men's pelvises (roughly halfway down the body) and ground plane 2.
Probably the most important thing to consider w/ perspective is that there is a "camera" in every image. When we draw something we are viewing it from somewhere within the image as if we were actually there looking at it or taking a picture.

Also in this example, I believe the shorter figure is wrong since the shoulders are above the horizon line.

Yes I understand the basic concept, but I don't understand how the highlighted lines in the attached pic are found. They all seem arbitrary.
The green line I understand to be a continuation of the lower ground plane. Or the bottom plane of the stairs structure is another way to think about it. But how was its VP chosen?
The orange line is the angle of the stairs structure. Again seems to be arbitrarily placed.
The red line is sliding the top figure into the distance. Measure line from red line to horizon is dropped until its bottom meets the green ground plane line. That makes sense to me. But I need to know how to find the green groundplane line.

I am not some master, at all. But I draw up a box in perspective that the character is supposed to fit quite snugly in. Thanks to the box it suddenly becomes quite easy to figure out the mid points in perspective and how to apply these as crouches when then drawing the character. Since you should know the basics of anatomy regarding halfs.
