I've never heard about pale art before, but when I do a search it seems to have nothing to do with urban or dark atmospheric stuff. Rather it's pictures of pale white models and winter landscapes in pastel colors

Bright colours torch the eyes, but the brightest pale colours only show us the light, and that's what matters. A foggy day will always be brighter than a day in which the sun is cast
