They are both right. Can work either way. Ideally you want to have technical chops and not be soulless or cheesy. The non technical stuff is harder to define and different from person to person though so all you can really do in that regard is be true to yourself and hope similar people find you.
I think technical skill and aesthetic/stylistic direction are equally important to making good art.
However, technical skill with boring/shit style is more easily marketable than good ideas with shitty execution.
