Okay, if you want an actual response; Just draw a big plus sign/cross then draw the circle around that making sure to hit the point of each line.

I was stuck on this question for ages, but the real answers are
First, most artists don't draw perfect circles, most pieces don't REQUIRE a perfect circle, because those are actually pretty rare even on the real world.

Second, practice until you get a good enough circle. There are various methods such as the plus sign, a square or even a triangle.
