Owlboy is shit though in terms of development, it took like what - 8 years to make? It didn't even get enough money to be worth the time and effort.
Better devs would make at least 2 games in that period and non-shitty ones anything between 4-8.

that happens when you've got some of the best pixel art ever seen in a video game, certainly the best in a modern game, and only 1 guy making literally everything. the game got great reviews to boot.
and d-pad studios did make other games in that period ;)
regardless, the question was "who does things of this scale commercially", so you have your answer. and there are plenty of other endeavors that are at the scale of that image but not a decade-long project like owlboy. backgrounds for games, loading screens, etc etc.
