Practice making art with content. If you don't know how, study art history. (and i don't mean content as in a deep "message" necessarily.)
Study elements and principles of design and work them into your art.
If there is a particular medium you are interested in, practice with it more because college courses move fast and starting projects over is not fun.

not him but I'd love for you to elaborate. I don't know if we share the definition of content, but I definitely feel I lack it in my work. you might be talking about the same thing I'm thinking about.

By content I mean-having reasons for making art the way you do, formally and conceptually. (formally means how you art looks-on the surface, if you didn't know). Do you have taste when it comes to using your materials?- are you making choices based on your knowledge of art? Is your work well balanced between form and concept? What concepts do you use in your art and why? How are these concepts informed by other art or your experience? There is a lot written about any famous artist or movement. Read about the art you're interested in. All this is not to say that art can't just look good. But there's a lot to that even. Another thing that can help is looking up simple art criticism questions, or discussions about why people make art.
