Looking to looking to create textured grounds like city walls like with posters and things but I have no idea how to get the texture underneath, any suggestions will be helpful

For what application? In which medium? If you want to write graffiti that doesn't look horseshit, that's years upon years in itself. Posters and things are just little drawings inside of drawings and you'll either need to bite a style or be able to design a poster already. Walls are hard, urban environments especially because they're years of shit built up over time. Start like any other drawing and go from low detail to high and you've got a better chance of slogging through all the fine details that make a alley look foreboding.
Please don't write toy ass graffiti in an otherwise good piece of art. Just have urban decay.
