is there a name for mixing diferent styles in the same piece?
like doing portrait and anime and cartoons and stick figures in the same drawing?
something similar to panty and stocking, world of gumball, harvey birdman, drawn togheter?
opinions on this?

It's called mixed media.
You can find interesting stuff if you look for "collage" too. Check Masaaki Yuasa's stuff if you haven't already, it's the shit.

You simply call it mixed media or collage in some situations. If it is animation, then you don't really give it separate name, maybe add "experimental" or "avant-garde" there somewhere.

It's a noble and good goal IMO. Switching styles and techniques really can bring out the narrative, you can see it in quite a lot of works, I remember there was this film where main characters if outside where on the very minimalistic background and the city looked like drawn with chalk or cut from cardboard. It really brought out the inhuman aspect of the city life.
On the other hand, manga "Oyasumi Punpun" switches the idea and the main character is drawn very simplified, nearly as stick figure. It naturally strengthens the idea present in manga of character being "wrong" in some way, not belonging, being lost etc.
