5 hours a day, if you really do do that, is almost 2k hours a year.
If you work at something, focused, grinding out the fundamentals in the most efficient way, 1k hours is enough to get to a professional level with no doubt at all.
And by professional here, I mean you could make a living doing art in some way.

Tbh I've been in art school for a few years now and I see kids who go from shit tier art to amazing work in a year, or even in a few months, but I see at least as many whose 'art' just stays pretty awful.
It really depends on how fast you learn and how much you like to do it. If you try to force yourself to git gud you'll just end up hating to draw etc.
I usually make sure I sketch something once a day and I have about 16hrs (4 hrs on 4 days) of active art-making in school outside of the theory courses. Don't forget that going to museums and seeing other ppls work is really important, too.
