People don't mind paying more if
1.- The artist actually understands the appeal of what they are trying to do.
2.- They have good English reading comprehension, which is a very rare skill in the 3rd world. You wouldn't believe how often 3rd world artists screw up on deadlines because they didn't understood the draft.

Yes, as in they didn't grasp it at first and then the clients had to rewrite the whole thing to make it clearer for them.
