Take it seriously. I can't tell you how much it pisses me off to see minimal effort treated as the norm. Vaporwave art can be beautiful, but it can also be terrible. Usually, terrible art is the result of a person who is doing it because they think it's easy. It's not.

It all comes down to never doing any hand drawn work and making a computer make your art, the people behind the original stuff were non-artists trying to be artistic. A poor color is essential aesthetic, pink and purple were really dominant in the 80s and 90s art tends to use all the colors of the rainbow, never grayer ones, except for pure grays. And don't go for a flat graphical look otherwise your art will look too timeless, you want it to look dated, overdo it with primitive effects like gradients, blurs, drop shadows (make them blurry not flat) and glows.
