What digital art program do you guys use? I'd prefer something free. Also, do you use draing pads?

Photoshop is the best, and since they've moved to CC where it's subscription based it's not that expensive. You can always torrent an older version if you are cheap too. Otherwise you can try using SAI but it's not as powerful a program.

Yes, all artists use tablets. Wacom is the best brand.

In addition to what the other guy said, krita is free and has a pretty nice brush engine. Laggier than photoshop though.

Yes, 90% of digital art is done in Photoshop.

Do some of your own research. It only takes a google search to give you answers on that. It is worth noting that buying an older model is not an issue, because the technology hasn't really changed that much over the years.
