Depends on the school, but probably it is best to wait another year regardless. If you do manage to scrape just barely into a program you won't get as much out of it as if you came in with a decent foundation.

Not (you) but I might even say a few years would be better, 3-5 even. Bust ass for 5 years if you can and you'll be the best off. More merit scholarship, you wont struggle with the homework, and will hopefully have more discipline and time management skills.

Unless you're talking about some top-tier you're-supposed-to-know-everything-already school, yes, you can. Search around, there are likely already established courses that are designed to teach you everything you need to know technique-wise for the admittance test and/or portfolio. Even if you don't think you can make it, you should still apply for two reasons:
1. experience - you will know what to expect and learn from your mistakes
2. to ensure you don't get passed over next year - schools have a tendency to tell you to try again next year and given two candidates of equal merit will choose the one that already tried to enrol and persevered over the first-timer
