Paperman is still obvioisly 3d. Take a look at any animation done in tvpaint that uses their textured brushes. They look exactly like they were done in traditional media.

Algorithms are what the computer is programmed to do. They're the actual computations being done.
People need to research these and find ways to compute various things, it's not obvious or already out there. The problem is not computing power, which is what the OP post seems to imply. It doesn't exist because people haven't been doing research about it, not because the physical technology isn't there.
And honestly, it doesn't seem that hard, add some blur, some film grain, pick warmer colors, don't copypaste things everywhere... You could easily make the second frame here look like the first in Photoshop >>2684582
