Try to think of them as ribbons.
Try to not think of it as hair in the first step, just draw a simplified 3d shape of the hair, sorta like an oddly shape helmet. Then do shading. Then throw hair texture ontop of that.

Your problem is twofold. You lack a visual library and you're not good at drawing form.
What you need to do is to do a lot of studies of hair instead of trying to figure out as some kind of a intellectual exercise.

Yes, studies like you would any other subject. From life, photos and copying other artist.
If you do it from a photo try to approach it like the picture in OP. Draw a loose loomis head (no need to draw a detailed face, just make sure to get the perspective down) and draw the hair on top. Try to simplify it as much as possible. Don't draw spaghetti hair. See it in larger shapes.

be careful with hair. You can easily get carried away and over render the fuck out of it. make sure it stays within the style your character is in. Otherwise it ends up looking out of place and out copy pasted on from another source.

I would disagree with you there. A beginner is going to interpret that as if he just noodles long enough he is going to achieve realistic looking hair which obviously isn't true. Hair like everything is about deconstructing and simplifying and understanding the underlying shapes and form instead of trying to draw every strand of hair. Also your picture is pretty bad
