I musingly call it "nouveau macabre". There's no single name for it that I know of. Some artists align themselves closer to art nouveau or jugendstil, but I've never heard anyone describe their work in those kind of terms. Just citing influences of other illustrators etc...
OP's pic is Godmachine, and he works exclusively(?) on tablet (digitally), I' might have seen some pics of him experimenting with an old printer, but I might be wrong on that.
John Baizley, another more (if not the most) famous artist in this style, is using more traditional tools, i.e. pen and ink. Not sure if he has dabbled in lithography, but there are some who do, which is cool as fuck, but it's expensive and require good draftsmanship.
