In Dwarf Fortress, otherwise normal Dwarfs can be overcome by a "strange mood", whereapon they will stop eating, drinking or socialising and spend all of there time waiting in a workshop and demanding tools and equipment.
Should you give them the equipment they need, they will start working and carve, engrave, paint of construct a legendary artefact of unparalleled quality.
Should you not get the equipment in time or deny their request, they will go completely insane and/or die.
You guys ever feel a similar "bolt" of inspiration type thing? I can't draw on demand, only on the rare (3-4 times a year) times I feel like it.

Literally people who don't make it, say this. Here on /ic/, we build discipline and habits so we have the bolt of inspiration all the time even when we don't want to draw.

i think it depends on your goals
if you want to be able to consistently make high quality art or maybe even make a career out of it, then yes, i suppose you do need to use discipline to train all the time even when you dont want to
but my goals are different. i paint because it makes me feel calm and content when im in the mood - i dont really care about the end product. i never even show people stuff ive done, because it doesnt matter to me. the thing i like is the actual act of putting brush to canvas.
so i just paint when i want to, and dont try to force things
