Firstly your construction is poor, and you dont have a very clear understanding of the planes of the face.
Secondly your light is inconsistent, especially in the hair. You seem to have a giant window right behind him, yet the front of his face seems lighter than the edges.
Thirdly, there's no color variation in the skin -- the eyes/nose/mouth are just as generic-skin-tone color as the rest of the face. Skin is thinner than you imaging and conducts like in interesting ways, you tend to be able to see subtle color variations where you are actually seeing oils in the skin or the blood under the skin more (red around eyes/nose tip, yellow under eyes/forehead, etc.)
Fourthly, the clothes and mask thing don't feel right in terms of color, material, shape. Like is that a zipper on the left side? It's hard to tell because it just looks like a blob.
And finally, the effects are just annoying, the lens blur doesn't make sense, and the chromatic aberation distracts me from the rest of the image.
Oh and your background and overall color/light mood is boring
