Possibly. The dadaist collage aesthetic are in music circles mostly associated with punk DIY fanzines and flyers I think. You could cut up a bunch of 80's and 90's ads for video games and sneakers and go from there I guess. The vaporwave aesthetics is more like a modern interpretation or even a caricature of those decades. Build upon that and try it yourself.

Vaporwave sorta lovingly pokes fun at the shiny happy people lifestyle portrayed in 80's/90's commercials and the sampled music often has a air of that era's idea of luxury. A black and white collage tend to feel more rough and dirty (hence the popularit in the punk scene) as opposed to slick, smooth and jazzy, but yeah just try it.

Vaporwave art is easy to make and doesn't require a lot of effort, but most of it is at least pleasant to look at. That picture you posted is fucking horrible.
