The artist is Jeremy Mann, the painting is figurative enough make out the different forms and shapes of buildings as they fade while putting detail on the parts of the painting he wants to drive the eye to, the detail then fades away from the center of the composition.
He's also has an amazing color palette, dark and pale tones (blues) to capture a night scene, more saturated and warm colors (oranges) to get that fuzzy feeling that there's life inside those houses.
I really like how he captures the rythm of the city, how everything's moving fast and finding beauty in something that can be as dull as the roof of some buildings.
But then again , it's a matter of taste.

i don't know any technical names but it may be some form of pointillism in the parts of the painting that have a lot of detail,like the lights near the center and long, big controlled strokes in the parts where the deatils fade away like the bottom right, kind of a combination of techniques.
I guess when you get that good you no longer think in terms of techniques and just do what you feel like would work best.

No no no, this has nothing to do with pointilism.
See how he's using broad strokes in the foreground? He's using those strokes all over the picture, they get smaller towards center by laws of perspective, not technique (pointilism).
It's really just a figurative speed painting with large emphasis on value at the expense of line.

Photographer here. There is no way I can make a photo this good, maybe with a week of crazy patience and lots of money to throw at the model. Even then, it would need lots of Photoshop to give it that dreamy surreal look. I don't see anything realistic in this image, it's idealized as fuck and I like it.
