Well, SAI comes with a line stabiliser that you can adjust as you like ( i use to set it on 6 i think...)
However, after a while drawing on Photoshop i just got used to it... maybe you need some more time.
And for what it's worth, i also reduced the active area on my tablet (intuos pro medium) a bit, making it smaller made the lines come smother, but that's up to you

If you mean resizing the drawable area, it's on control panel, look for the device and you should get to the proper options.
You can also modify the pen's sensibility btw...
