>base flat color layer
>overlay layer for tone darkening, keep it very vaguely resembling fur (it'll look like the surface of mars or some shit)
>overlay layer for medium light tones (not the tiny highlighted hairs but the light clumps you see underneath), keep the fur clumped on this layer
>normal layer with the tiny highlighted hair
>add eyes n nose n shit (flat base layer+'normal' layer shading)

Hopefully krita or gimp has overlay type layers, it's ezpz actually.
