What are key elements for a good character design? Especially if you are designing for an action adventure series for kids?

Knowing his/her ambitions/backstory/abilities or powers.
Your pick has a scarred up, somewhat feminine/boyish character
many pieces of clothing shows he/she has a grenade like ability etc. Think of what the character is before deciding how the character will look.

Well the obvious elements of appealing design (asymmetry, shape language, simple silhouette, complimentary color palette etc.) + storytelling.
By storytelling I mean that it shouldn't be random, every asset should be somehow rooted in the character's abilities, backstory or temperament.
It should be recognizable and memorable, just by looking at the design one should be able to deduce who they are/what they do.

I think OP's post would've been better if they said what they think the key elements are and then asked /ic/'s opinion. As it is now you could google it, hit maybe 7 links or so and derive the answer from the common denominators

- have a reason for the details being here, they should tell something
Key elements for a good character design is just key elments of design, color, shape language, also i think the intention behind the character is also important, so you can understand what the character is just from looking at it.

That scar, is not for "kids"
Kids like a cuter more quirky style, it doesn't have to be as good as that or as detailed.
A basic story that has a lot of direction, but
little thought
About the quirkiness, if you can make your own you will be the next big thing. Explosive examples of works you can find in the following:Z-TOON, anything adventure time style, invader Zim,and Stephen Universe.
You can pull a regular show and just add more detail in the work. But it will only slide as a counterfeit, forever sulking in the shadows of it's master

Remember if you do get a producer your competition isn't that good, just find out what you can do with a budget.
Keep animators in mind (this is the biggest expense now a days, you can tell shows are really slipping on this)
Your competitors are fool shows like young justice, and anything else kid teenager marvel, or DC. They pump out these formula shows like Mc D hamburgers.
