but should'n't the light still diffuse more after reflecting than if it was coming from the direct source of the highlight?

It's because the surface was already reflecting a bit of light so they add up

never mind i'm stupid. so it would take less light to match up to the same value on a white slightly reflective surface than an actual mirror right?
