It is if it's expressing an idea. You also don't have to draw actual propaganda. You can take the aesthetic from it and buy into it or sell their perspective.
Also, don't buy into the fact/logic meme. Any decision you make is an educated guess, ESPECIALLY if it uses statistics. Even physical laws can only be applied going through your biological mind and exist as an imperfect quantification.

Isn't it more desirable to have artists express themselves honestly? I perceive propaganda and advertisement to be degrading human discourse. My personal cutoff point I guess.

Even if you were endlessly brainwashed by propaganda to believe it all (degrading quality in action), when creating your own you should note how you manipulate people's views in subtle ways. The same way Buzzfeed contributors know that their click bait titles are misleading.

Most art through history has been created to make the rulers and religion look good. It's all about being effective, wether the message is sincere or not (and I don't doubt that a fair % of artists sincerely believed in what they were conveying).
