Having only one line weight can really flatten the image. You should vary the thickness of the line with form in mind.
There are a lot of proportion issues, but your main concern seems to be Line work. Try looking up teal line guy's work. He should have a tutorial about making lineart and explains it pretty well

I guess the hatching/texture lines(not sure of the name) in a lot of the forms curve at their ends and don't follow the form all the way which leads to some weird reads on their forms.

Just do the gradient manually, this isn't necessary at all. It's not difficult to blend colors and you'll get a result that's more how you want than something that looks like an auto-gradient.

It's a great tool for clean lines. Don't forget to combine it with normal strokes and already draw a good sketch before. I mostly use it for objects, long lines and round ones.
Parts like the hairs were done by hands though.
The worst mistakes that most beginners do with it is adding pressure to the lines. Don't.

that said build up your mental warehouse full of screen grabs from your favorite anime, pages from manga, etc. I like to focus on extreme angles of a face (3/4, 3/4 from tilted below angle, etc.) and why that looks so good.

I taped a thin polystyrene sheet over it so the nibs wouldn't wear out so quickly. Lines are a bit harder to control but I can make really long and quick strokes with the pen.
as for crosshatching? i guess it depends on the brush you are using but I use low opacity and a small brush size, using the gentlest pressure possible with the pen. it takes some practice, though

I constantly practice faces and figures, but I like mechs so much more that I absorb nothing from people studies.

Build a lot of Gundams and models. You gain a lot of intuition for how joints are put together. Also, take note of the location of panel lines and decals on the model. These give surfaces more form when you draw them.
Do your figure and gesture homework, otherwise your mechs will look stiff.
If you like mechs and robots, it just happens. I don't like people so when I draw them I don't put as much care into the details.

There's no structure in aniimu faces, it's more like calligraphy, forget volume and representative drawing and learn drawing beautiful symbol of a face, what matter is aestheticly pleasing curves.

A lot of different artists has their ways in making the cheek fat / bump to show cute in female characters. For the most part, it's simply a shape on the face, and depending on the angle determines how much you see of the cheek.
Loomis goes over this with Heads to Hands when it comes to drawing baby and woman faces, displaying the construction of the cheek bump.

anatomy is indeed wrong in places, but the bigger overall problem is the gesture. you are going into too many different directions, and they cancel each other out so that in the end, you still end up with a fairly stiff gesture.

just make a bump somewhere around or after the cheekbone. the pudge is something you can see on children irl. it's literally just cheek pudge.

no, the curve slowly starts after the eye, if you get what i mean. but not directly after the eye, because that's where the cheekbone is, and we dont have pudge there.
but the curve is almost always completely below the eye.
stylistically speaking, as long as you put them anywhere below the eye and around (or slightly above) where your teeth are then it'll read as pudge and you'll be fine.
as for what comes after that, if you want a strong chin then align it with the center of the face and teeth, otherwise just round it out like in the image you posted. but always take care to have the center of the chin aligned with the center of the face (roughly). otherwise it'll often read as a receding/protruding chin

The Cheek bump is defined by the the size of the exaggerated eye sockets.
Study real skulls and cheekbones, then superimpose a skull over the drawing you want to study. The cheekbone can be as big or as subtle a bump as you want it to be.

Pen tool is adapted to do thin clean linearts that are then the base for a color. For lines only drawings, using hatching and thicker lines gives a better result.

For stylizing part of the face say the mouth, do you come up with your own way of doing it or do you start from a reference of one artist you like, the way he does it?
When I was not really trained and I just drew manga without having learn to draw realistically, I had no problem for my "symbols" to look nice, but now I have a hard time getting rid of unnecessary details.

dunno about steal (or blind copying), but if you don't like the way you draw certain things, you can study other artists you find appealing and try to figure out what exactly it is that makes them more appealing.

Thanks for taking the time to make the changes, there's definite improvement over mine. I'll add on fabric studies while I work on my gestures.
Something that interests me is that only after I spent a lot of time neglecting gestures and improving the "technical" side of my drawing skills could I finally get a grasp on the importance of the gesture. Once I can nail it down, I have the feeling that I will be able to take my art to another level.
