Functionality and believability are both important when doing character designs and concept art, but why would anyone use a sword in a world where guns exist? If you can somehow answer that then yes your point is legitimate, but the reality is that people don't care, they just want shit that looks cool in their video games and a cyborg samurai are one of them, functional or not.

maybe they don't in this fictional universe, maybe they are outlawed, maybe he's like a jedi knight and likes using ancient weapons, maybe it's for a sword fighting competition like fencing - there are all sorts of reasons he could be using a sword but not making it look practical is just lazy

Seems to be the norm. Arenanet for example has had some of the best artists in the biz. But you'd never know from playing the game.
