There's actually a subreddit on reddit called "redditgetsdrawn." People post pictures of themselves there and a bunch of different artists try to draw it. You'll most likely get a bunch of shitty attempts but sometimes good artists post there. (Like the drawabox guy)

If that doesn't work then just lurk deviant art and find an artist you like. They'll probably have a section on their profile about commissions and you can go from there. /ic/ isn't really a good place for commissions since its anonymous.
