As a tattoo artist myself I think most in my industry would say Chris O Donnell. He tattoos other artists pretty much exclusively! It gets no better than

Technically at this point I think tattoos are so prevalent that they have become a large part of the culture. They're still stupid 99% of the time though.

The amount of people with tattoos is pretty fucking statistically significant, so yes it is part of his culture. He definitely doesn't need them, nobody does.
