Even if you're willing to do those low prices you should have set some rules on what kind of changes are acceptable, if any. True be told I'd expect 13 dollars to be "I'm throwing you shit and not changing anything" range.
If you can afford to drop it please consider dropping that client instantly. Only keep at it if you rely on this to eat.

Protip: If a client is only willing to pay a tiny amount it means they don't respect or value you, and you will be treated as such. $13 is laughably low. Unless these take you 30 minutes to do and require no changes then you shouldn't have accepted the job.
