Why do people draw with short lines like this? I see it often.

I agree with >>497197 just saying is way easier to do this when you SKETCH. After that you do the LINE ART and all is smooth and cool.
Though I don't believe its the same way doing this when you don't have layers. (at least I don't do it when I don't have them)

It's bad practice though. It's better to draw the whole longer line even if it's a little too long, and restate your line over that line if you messed up in your sketch.

You can get better at how you control your pen/pencil/brush by just doing exercises, but a sketch is always going to look -- sketchy.
