Why are eyes so hard to fucking fix or adjust? Ive got a girl who wants me to draw her and im doing as both a favor and practice. And of the two things on here her eyes and the hand look awful. Tips or maybe friendly advice?

Best advice any one can give you is loomis. Not even memeing, check out fun with a pencil, it helps a lot with figuring out construction.
Your drawing is suffering from a lot of mistakes, like the eyes being two different shapes, the really small arm, the perspective of the wine glass and goggles, the shape of the head are just some of the problems.

I suggest you start drawing everything by drawing basic shapes of the body and their proportions before filling in any details, that way you can focus on the more important stuff first and the rest later. (pic related, something I drew in a few seconds) This way any details like eye height and lip-to-chin area is filled in correctly.
Most of the problems >>481915 pointed out can be fixed using this method, aside from perspective, well it's a little bit more complicated.
Here's my half-assed reconstruction of your drawing. Most of the information about her face is lost and are mostly my assumptions, but I'm sure you can see that her proportions should look more, ahem, human. Plus look at her arms. It's easier to draw hands if you know the exact positions and poses of the arms. I'm sure the wine glass should be closer to the viewer in the original picture, but hey, perspective.

just remember eyes are typically 1 eye apart. think of them like coins spinning to determine angle.

Any advice on how to digitally color this? Just in flats? Id like to surprise her if possible otherwise i may just use colored pencils.
I also think im gonna eliminate the arm. I was trying for "party dress" but i think its outside my current skill level.
