That's the Black Knight satellite. Tesla and other amateur radio operators have caught signals from something in orbit since 1899, long before there was any technology that could allow humans to place satellites into orbit. That picture was taken 99 years later in 1998 during a NASA mission. It is believed that this is the satellite that has been sending radio transmission since the very first prototypes of radio were created.
