To me the main building isn't that bad, a good power wash and a nice new coat of paint would do wonders, though.
But i really dislike the smaller buildings surrounding it, they make the whole complex look crowded and busy.
If the surrounding buildings where level around it it wood look much, much better.
On an other note, when was this build? I can't really date it.
On the one hand, the style of the surrounding buildings (especially with the concrete) look like the 70's, but it doesn't look like something build in 70's behind the iron curtain. But maybe i am giving Czechoslovakia not enough credit here, i am not really familiar with the architectural trends there...

It doesn't look depressive in this old 80's picture (guess it's the warm tones and all), and I cannot find a bigger rez of it from this angle.
But today it's really worn out and has a lot of "bleedings" on the concrete and all. Both the football stadium and the indoor pools you see before it.

Some of these buildings have been build. So we can prove your thesis. A good example is "das Reichsluftfahrtministerium" ( Imperial Ministry of Aviation). It survived the war, was in the eastern part of Berlin so it had to endure all the problems of soviet economy. There are absolutely no signs of decay. And it looked this way all the time. Even in the communist era.
