It is safe. Problem is, because of an absolutely horrifying failure state, it has to be perfectly safe. And it isn't and it won't ever be. Nuclear power is a gamble, basically. Right now it's probably a gamble worth taking but ultimately I see nuclear as a stopgap technology.

Some people say that the ukrainian experts intentionally overstimated the collapse risk of the current sarcophagus to get more funding from the international community.
However, the existing sarcophagus was built in a hurry, was never designed as a long term solution, and a side section of it collapsed a few years back. So it might not be as necessary as some people make it to be, but it still is necessary.

This is one of the very few HR pic I have from the work inside the existing building. Here we see the turbine hall, where 2 huge walls will be build to meet the east & west extremities of the NSC and seal that section of the building.
That required removing a lot of old elements here from before & during the accident.

Surely, but that probably won't happen before long. The current funding is only for the commissioning of the NSC; there isn't money to actually dismantle the existing sarcophagus. So, for a while, we might only get pictures of the existing sarcophagus from inside the NSC.

I don't know how they secure the exclusion zone, but I doubt it involves patrolling Pripyat. I do know however that they increased military presence to deal with increasing illegal intrusions. Even made some arrests.

The danger is a collapse of the existing sarcophagus, due to its very unstable base. That would release an enormous amount of radioactive dust into the area/atmosphere. That's why they're building the NSC, they will dismantle the existing sarcophagus and recover most of the radioactive material to make the site as safe as possible.

The new structure is to contain the work to dismantle the existing sarcophagus and the reactor remnants within. No worries, that's a reasonable question to ask since I didn't post a summary.
For your question about "safety", there's no risk for most workers. It gets a bit more dangerous when working inside the existing buildings, but that's very rare and all workers are monitored to ensure their safety. I think workers receive less radiation in a day than you would during a transatlantic flight.

Yes. Since all reactors are shut down, the pond isn't as needed as before, so they keep the water level low (they need to pump water into the pond, so it's fairly expensive to keep doing it).

As far as I know, there's no radiation issue with construction equipment. Radiation is pretty low in the area. I know one of the crane that previously worked really close to the reactor is currently for sale, so I guess it's safe.

Prompt dosage is super low now. The main issue for cleanup is more akin to a chemical hazard (hazardous dust if ingested/breathed in) than direct radiation. Radiological rather than Nuclear.

Here's what it looked like after the Designed Stabilisation Steel Structure was added in 2006. To this day, it still looks like this.
Some more explanation about what you see in >>2773085:
The building in the foreground that is partially uncovered is the turbine hall. It extends all along the power plant's reactors. The section near reactor 4 was damaged during the accident, and the roof was covered with an extra layer (old rusty sections). The shiny section in the middle was added a few years ago after part of the building collapsed under snow weight.
So the only thing they removed from the existing structures are two sections of the turbine hall to erect walls that will seal the NSC. Oh, and the old ventilation stack also (but they added a new one, so all in all, doesn't change much).

The NSC isn't designed to keep radiation from going out, but instead to keep radioactive dust from going out. That is done by the innermost layer of Lexan. The NSC has two layers of skin: one on the inside (stainless steel, Lexan) and one on the outside (corrugated steel, insulation, EPDM membrane, stainless steel).

It's a batshit bonkers reactor design (produces weapon grade plutonium instead of waste for example) but it's well designed for what it is, and if CNPP dudes weren't deliberately fucking with it it'd function perfectly well to this day, as CNPP reactors 1-3 and Leningrad 1-4 (same exact model) have

You need an authorization, and I guess it's harder to get if you intend on flying near the plant/NSC. Otherwise it's not that difficult to get, there are a lot of filming crews (with drones) in the exclusion area.

I went this summer. It was fucking hot. Tip: if you decide to go, go in the winter or fall. Pripyat is overgrown and you wont be able to see a lot.
