The ventral fin? I'm not big on the MiG-23/27 family but I do know that fin folds away for landing. Overall, ventral fins aid in increasing directional stability (especially at speeds >1 M) and reduces yaw induced roll whereas as the roll contribution of vertical fin is reduced in a sideslip. So when turning for example, any side force will also create a rolling moment. This is undesirable because now a yaw command will not only create the intended yawing moment, but also a rolling moment, so when using yaw to turn, the vertical tail will even roll in the aircraft in the opposite direction. By adding in a ventral fin the handling characteristics will improve because it is a smaller and more coordinated aileron that a big symmetrical vertical stabilizer. Another advantage they offer is that they will keep their effectiveness at high AoAs because of their ideal flow positions, while the vertical fin might get covered by the wings.
Of course the MiG-23/27 are not the only aircraft with a ventral fin(s). The F-16 and the Su-27 have them too to name a few. However, there are alternatives like the V-tail configuration found on the F/A-18 family, the F-22, and the PAK-FA for example. The later of the two don't have them also due to their stealth characteristics.

Anyway a little bit of clarification because I was interested in the subject myself. The Su-25 that was seen in Syria a few days ago was supposedly the UBM variant (which is the SM3 upgrade to the UB) because everyone thought it has the Vitebsk suite. That also led everyone to speculate that the SM3 variant is also in Syria. However, I am not convinced that was the Vitebsk suite and not the port horizontal stabilizer. Furthermore, the UBM variant is still supposed to be testing. With that said, it wouldn't be the first time that something that was supposedly not even combat operational yet would be sent over to Syria. Look at how the arrival of the Su-35S put everyone off guard.
Only the Su-25SM and the Su-25UB were seen in Syria before the partial withdrawal too.
Anyway, I need to prevent myself from posting too many aviation pictures. Here are some VSN Spartans looking good in new gear. Gee, I wonder who was nice enough to give it to them?

Ya, I didn't expect that many of the MiG-23/27 to be so good. That site has good images of anything that is in active service pretty much.
This week a historic event happened in Best Korea. They held their first air show featuring all sorts of vehicles dating back all the way to MiG-15s. Here is a Korean MiG-29 from the event, their most sophisticated fighter by a large margin.

Another from Krim in March 2014. Most people never really knew how well the Russian Polite People and the Ukrop soldiers got along (considering that 2/3 of the Ukrop soldiers later stayed behind and joined the Russian Military).

No, since the SVP-24 hardware upgrades are internal. However the cockpit has been changed a bit indicating it has been upgraded with the kit. I do not remember if there was any official statement saying that they'll be adding in the system but a reliable insider has revealed that information.
