The difference is that these are created pixel by pixel (much like pointilism - but limited to a grid form).
Pixel art is not as you ignorantly describe. It is not just digital photos, bitmap conversions of vector images, or the result of programs like GIMP and Photoshop that use a variety of tools and brushes on a graphical plane.
It is quite literally "Pixel Art".
