There may be a technique, but that foto is showing all the signs of someone just selecting all the image not the castle (and doing a sloppy job at that) and just blurring the background.

And, it looks like ass.

You MAY be thinking of Miniature faking a.k.a. diorama effect a.k.a. diorama illusion, known to photographers as tilt-shifting.

This certainly aint it, but pic-related is, just not one of a castle per se, which I really struggled to find a high-res version of.

I know it as miniaturization/diorama effect. It's where you use hard focus on something not quite in the foreground but not in the background to make something look like a miniature model that's been zoomed in on.
