Considering the French and German people both came from the Frankish Empire I would say they were equally close. If I knew more about Frankish culture I might be able to claim its closer to medieval French culture vs medieval German culture or vice versa.

No. The French are a mix of celtiberian, celtic and latin people with a touch of germanic blood in the east and north. They are certainly not divided genetically between "celtic and germanic" types, the germanic type is the minority while the celtic (+celtiberian) types are the majority.

The franks were LITERALLY a germanic tribe that LITERALLY spoke a germanic language (frankish). So there's no argument to be made here. The concept of being "french" didn't even exist back then.
