Latvia is the one that prides itself on the Baltic identity first and foremost.

They're both Finno-Ugric peoples and even not counting originally Finno-Ugric current Leningrad Oblast of Russia, the countries are basically just opposite each other through Baltic Sea. Helsinki is 77 km away from Tallinn. They're obviously not completely similar but they are quite close.

I'm not sure about Swedish-Latvian ties, but currently Latvia is more about developing the Baltic identity than trying to sneak into other European region.

And while Finland has been ruled by Russia for some long time they alsogot a big swedish minority as well as came rather close to sweden thanks to the winter war. Since estonias only choise apart from Scandinavia is Russia it's pretty natural for them to try tobecome Nordic.
