My education was in literature which makes me lean toward Elizabeth because she's the focus of the best writing and was Queen during the Renaissance. She's definitely not the most successful monarch because of her late reign and the succession crisis, but she was also the most charismatic monarch during England's most interesting period.
She was also interesting in court, letting men woo her for political reasons but always leaving them unsuccessful. The rejection poetry we have is funny.
