It's both really. You need to understand that humanity is only a collective of indivualis. The way evolution (and I use this word metaphorically) works is that the transition is slow. When humans transitioned from monkies there were once many many monkies and only a few humans living among them, but these were not fully human they were still part monkey.

So there will be a few humans that excele so much that they stand alone as Ubermench among normal humans. However this is very rare, less than one a century. The total arrival of the complete Ubermench is a gradual struggle that all humans are taking upon themself. Some of us will be more ahead than others. For the individual it's not important that you become a total Ubermench (it's most likely impossible) but it's something you strive for and get as close as you can within your life.

Nietzsche was born into a successful family, he become a tenured professor at 20, and knew the important people of his time like Wagner. His response to his sickness, and he makes this explicit in Ecce Homo is a philosophy of optimism and finding hidden meaning in trajegy. He explicitly tells us he used his sickness to understand decadence, and used it as a motivator to double his efforts to be healthy in mind since he cannot be healthy in body.

Trying to argue that his understanding of free will came from looking at social situation is basically ignoring everything he ever wrote and putting in your own damn interpretation. His understanding of will comes from Schopenhauer which argues that it is the will that controls us, not the other way around. Nietzsche expanded this in a new metaphysics in which there is not one will in a person but many and they have a complex relationship with some controlling others but none of them being fully free or fully subjugated.

Thus the idea of free will naturally does not make sense in such a metaphysics. Schopenhauer also believed that neither free will or determinism were valid understandings.

I don't know who wrote your copy-paste but they clearly have no interest in representing Nietzsche even remotely accurately.
