Churchill was a figurehead, and there's not much evidence that he actually did a great amount to win the war - he was constantly interfering in the departments of his ministers and was a terrible organiser. Attlee was the administrative force, Bevin was a powerhouse in the Ministry for Labour, and the outside experts he employed and placed in the Cabinet were what enabled Britain to survive.
