why didnt the Romans incorporate the Germanic peoples in their empire?

It just takes longer for culture to conquer a people than a government to conquer them. The Roman government came and went before the culture of civilized, Mediterranean-style government permeated the tribal Germanic life.

tho i think that the Holy Roman Empire was just a name instead of Holy Christian empire or Holy Germanic empire. they claimed to be the descendants of Christian Rome, not the other Ancient one
