You've got a point there, even if the state wasn't perfect it was better off than the balkans at present, and certainly not worth the slaughter that followed it's collapsed. My folks were UN peacekeepers in the Serbia/Croat border regions during and after some of the bigger battles. Shit wasn't civil, to put it mildly.
