In general, philosophy, unless you're working in HR or something like that where you have to deal with large organizations.Since you're going to work as a civil servant I'd pick sociology.

Interesting, From what I've read so far only the public administration optional is useful if I get selected as a civil servant.
I want something that would be personally useful even if I don't clear it. Some say philosophy helps you grow as an individual.
