That picture is from 1933 right when NSDAP won the elections. Nuremberg was a huge Nazi supporting city. The Reichswehr (Army) was still impartial and didn't really trust the Nazis yet.
The German Army in 1933 didn't even have enough men to cover that area in the picture.
