A significant amount but he's power dwindled throughout his rule, partly because of he was basically a pr disaster for Germany, especially for its relations with places like Britain and Japan. Around the time of ww1 he did wield a decent hand in governance but towards the end of the war he was largely powerless.

Wilhelm couldn't cope with the stress of warfare. He spent most of the war LARPing as a lumberjack. But he was still very important during the first year of the war. The Hindenburg and Ludendorff duo didn't achieve prominence until after Tannenberg. As time went on, they became more and more powerful. The Kaiser became very dependent on them, and so they could get almost anything they wanted by threatening to resign.
